East Cocalico Township Authority (ECTA) prepared an initial service line inventory, in accordance with the USEPA Lead and Copper Rule Revision, submitted in October 2024 to Pennsylvania Department of Environmental Protection. The service line inventory identifies the plumbing material for both the ECTA- and privately-owned water service line for each property connected to the public water system and is being updated continuously as new information is made available. Lead and Your Water
In 2021, the United States Environmental Protection Agency promulgated the Lead and Copper Rule Revision (LCRR), strengthening its commitment to reduce levels of lead and copper in public drinking water. As part of the LCRR, every public water supplier is required to generate an inventory of both the publicly-owned lateral and privately-owned service lines serving each customer of its system, known as the Lead Service Line Inventory. The inventory must include information such as material of construction, date range of installation, and use of the property.

East Cocalico Township Authority is working diligently to gather information for every customer’s service line to comply with the LCRR. You can help by submitting your service line material, following the instructions below:
- Locate where the water service enters your home. Typically, this is in the basement or crawl space, on the street side of the home, just before your water meter.
- Identify the material. We expect most of the service lines in our system to be copper or plastic. However, if you need guidance identifying the material, please see the picture below or for additional guidance go to the Identifying Service Line Material website.
- Take a clear photo of the service line.
- Complete our online survey by scanning the QR code below and submit the information. Alternately, you may go to the website to submit the information.
